Illegal immigrants regard Ireland as a ‘‘highly attractive’’ destination because of the ease with which they can fraudulently access the welfare, health and education systems, according to a confidential Garda briefing to European police. In a report to the crime threat assessment unit of Europol, gardaí said significant numbers of people attempting to enter Ireland were members of Nigerian organised crime groups.
